Bug Description

hi,

when I install some module ,
Installation form view having upper Apply Scheduled Upgrades and in some other module lower Apply Scheduled Upgrades.

An improvement for this from RGA has been merged in revision 2813 <email address hidden>, but this is no guarantee as the order could still vary depending on the order of module installation (wishlist: we could sort aphabetically, but we need to consider translations as well)
