[6.0][project_long_term] phases would better be ordered by start date

Bug Description

Hello,

I think project phases would better be ordered by project_id and then by start_date rather than just name currently.
Especially, in our customer project, we show the project phases in an extra project phase, having the phase ordered properly by date here is even more important.
Here is an attached patch.

Hello,

actually when no phase date are yet present, it's cool to be still able to order the phases by sequence (if not the existing sequence field is useless BTW).

Here is a better patch that takes this into account, hope you can apply it, this is what we are using in production.
