libguess is a high-speed character set detection library.

libguess employs discrete-finite automata to deduce the character set of the input buffer. The advantage of this is that all character sets can be checked in parallel, and quickly. Right now, libguess passes a byte to each DFA on the same pass, meaning that the winning character set can be deduced as efficiently as possible.

libguess is fully reentrant, using only local stack memory for DFA operations.

It's opensource: http://hg.atheme.org/libguess/libguess/file/tip/COPYING

Also, audacious uses this lib for character set detection (see LP: #624382)

What are your plans for Debian?

Personal I would prefer simple form dh over cdbs and DEP-5 for debian/copyright.

Why do you use GPL-3 for the packaging? I recommend to use the same license as upstream (in this case BSD) (or a license with less restrictions than upstream).

I don't use Debian and I don't know how submit a package to Debian.

If you want submit to Debian, ok.

debian/copyright format is from dh-make and cdbs, for example, would
keep updated config.guess and config.sub files.

Again, I use, as license of deb package, that dh-make puts by default
in debian/copyright.

This bug is tagged needs-packaging which identifies it as a request for a new package in Ubuntu. As a part of the managing needs-packaging bug reports specification, https://wiki.ubuntu.com/QATeam/Specs/NeedsPackagingBugs, all needs-packaging bug reports have Wishlist importance. Subsequently, I'm setting this bug's status to Wishlist.

Either file a ITP if you want to maintain that package in Debian or a RFP if you only want to provide the initial packaging. http://www.debian.org/devel/wnpp/

"dh $@ --with autotools_dev" will do the same job

Can you relicense the package under the same license as upstream if there are no reasons against it?

Ok and thanks.... but...

- In Debian, I should be a Debian Developer (DD) to maintain a package?
- If we should submit all new packages to Debian... why exists REVU?

No. You can upload packages through a mentor.

To have a place to review packages that are only useful for Ubuntu.

The package for Debian should be uploaded to http://mentors.debian.net/
