No translation template (.pot) included in source package

Bug Description
There doesn't seem to be a translation template available for Inkscape. I know it has been in Rosetta before, since I (partly) translated it into Swedish for Hoary.
Is this a bug, a stupid question or a stupid person asking stupid questions?
Btw, am I reporting this bug (?) in the right place? Rosetta told me to go here...

The inkscape source package does not contain a pot file. Rosetta won't be able to import it without one.
