Improve error reporting when plugins are missing

Bug Description

Nice w0rk on the upgrade. I'm loving it so far. Just needs some pretty serious usability design changes but its definitely on its way to becoming a fantastic app, in my opinion.

PROBLEM

Upgraded from 1.25 to 1.3rc1 on PHP5.26 MySQL 5. I'm using Firefox on a Windows 7/64 OS if that helps.

Everything is working very except:

Click on Profile...long time to load but OK finally. No link to edit Profile page. Link on top nav should say My Profile and then a settings link in the corner. IMHO

To edit my profile page I have to go to My Portfolio instead of Profile, then when I click on Edit profile under the Dashboard listing it gives me "A nonrecoverable error occured. This probably means you have encountered a bug in the system"

When I click on Site Administration>>Extensions I get the same error.

I think i found the problem. Checked my error log and found"blocktype/googleapps/lib.php did not exist," Looked it up on the site for the plugin and found "Mahara 1.3.0 beta 2 throws an nonrecoverable error on

Site Administration >> Administer Extensions >> Plugin Administration"

Just figuring out what to do now.

Edit profile works now after installing the Googleapp plugin again. I dropped the Googleapp plugn folder into the Blocktypes directory under htdocs and all is well for the Edit Profile problem.

Still have trouble with the Admin Extensions.

ok. Bingo. Figured it out. I needed to reinstall the plugins I had before.

I think that would be a good reminder to add to the wiki or in the installation process. It be even better if there was a screen telling us that we can't proceed without the following plugins being installed...or something like that.

Maybe a final check to see that there are no errors after upgrade and then spitting those errors back out at us so we can remdy them quickly.

Had similar issue with Plugin Administration giving:

Mahara: Site unavailable
A nonrecoverable error occured. This probably means you have encountered a bug in the system

after upgrade to 1.3 RC1 on PHP 5.3.3

Perhaps due to earlier (prior to upgrade) experimentation (installed, then removed) with Learning Styles and Europass CV plugins?
