Bluetooth when switched off....gets switched on on every boot

Bug Description

My HP HDX 16t laptop, i switch bluetooth off everytime but on the bluetooth does not retain its state but is swithed on everytime. Only solution is to not to load the software from startup applications.

Does this issue occur with every bluetooth module ?

I so, shouldn't it be delivered upstream.
