Feed filters no longer sticky on FF

Bug Description

On IE7 it works ok. But on FF, choosing All/My Communities/My Content doesn't "stick".

The filter cookie was not set when the filter query parameter was an empty string or didn't exist. That caused the old cookie value to be active even after pressing the 'all' button, which uses the empty filter value as the default. Thus, what I saw on my sandbox is that the mycommunities and mycontent buttons were sticky, but not the all button. I am unable to test on IE at the moment, but it should work fine.
