Bug Description
Binary package hint: ubiquity
I disabled the network card while installing in a VM.
No network is detected but the checkbox to download upgrades during install should be disabled.

The GUI has changed a bit, but this issue is still present in Natty (beta 2). I tested it in a VM which was only connected to the internal network, not the Internet.
