"Windows can cover" feature missing in Unity side bar

Bug Description
If vertical constraint in netbooks is crucial, that's not a good enough reason to limit the horizontal space while trying to alleviate this problem, especially when it's not even needed.
Introducing the simple missing feature of "windows can cover" to the side bar of Unity UI will drastically help to this goal.
Maybe this should be a blueprint.

We'll allow the launcher to auto-hide in future, but the design and
implementation did not make it into 10.10
