Edit and Delete buttons are reversed in Admin -> Group Categories

The Edit and Delete buttons are in reverse order than on all other pages where they occur next to each other.

Usually it is Edit and then Delete. On Group Categories it is Delete and then Edit. It should also be Edit and Delete, I think.

They're also this way around (Delete | Edit) on admin/site/menu.php
Other locations where Edit and Delete are together, Edit is often above Delete rather than next to it.

However, I do agree - from a usability perspective, I think that the Edit should go on the left of the right, or above it.

I've swapped these for admin/groups/groupcategories.php, and those in admin/site/menu.php

At some point I have swapped Edit/Delete order to "reverse" in admin/users/institutions.php (9bb25d2877) for the reason that they look aligned when Delete is not always there. It might also need to be amended then.
