msgstr in .pot file must be '' while exporting template translation

I found a regression in revision 2086 when export a template translation,
now the msgstr is fill and made a bad behavior when merge an existing PO file

in template file (POT), msgstr must only containt ""

eg:
msgid "test"
msgstr ""
