Ubuntu 10.04 Default Themes aren't working

Bug Description
The only 2 themes that work correctly are Ambiance and Radiance. In all the rest (Clearlooks, Dust, Dust Sand, New Wave, etc..) the theme works fine except that the panels (I have them on the bottom and the top) look like the panels in the Ambiance theme. At first, I thought that it was because compiz is messing it up, but I turned it off and it still didn't show correctly. Anyone else that has this problem? Anyone have a fix to this problem? Thanks...

I was looking around in gconf-editor and I came across this: apps>gnome- settings> gnome-panel. I have no idea what this has to do with anything but is it some setting of the gnome-panels that is messed up so the theme doesn't apply itself to it? HELP!!!
