'make schema' should refuse to run unless LPCONFIG=development

Bug Description

In order to prevent accidentally wiping databases, it would be great if "make schema" could print an error and abort if LPCONFIG is not set to development. This would prevent blowing away (in my case) the dogfood database contents by accident, but I imagine this would be useful for the production environment as well.
