Adding translation comments for effects

Hi, this should rather go on a wishlist than in bugs:

It would be nice to have some comment/description for some of the effects/transitions in the translation catalog, especially those which have a sort of 'proper names'. Of course translators should test the effects and do some googling, but just a bit more information can ease the process. Doesn't have to be very verbal (fr: buccolique) and maybe the description could be reused in the 'List of Effects' in the manual (which does not contain the newest effects in trunk).

Example in a .po file:

#. Translators: replaces background by defining a particular color as transparent.
#. Also called 'bluescreening'.
#.
#: /home/jonathan/openshot/openshot/effects/chroma_key.xml
msgid "Chroma Key"
msgstr "Bakgrunnsútskipti (Chroma Key)"

Good suggestions. i'll tag in the whitelist for not loose it and i'll put it in the next milestone.
For the manual, i will work on after the output of the 1.2.0. If we do nothing, quickly it will be outdated and i don't want that.

This has been committed to the trunk. Tool-tips have been added for all effects... and translated.
