Help title shows wrong characters on hover

Bug Description

Binary package hint: unity

When the mouse is over the Help icon, the title shows boxes with ascii codes or something like that (see attachment).

It should just say "Help"

Upon opening help, Menu headings and menu items also display incorrectly (similar to hover). Help content itself seems fine.

This is a not a bug in Unity , rather of a dup of Bug 630872 , the Help titlebar is garbled while loading and that just gets used in Unity
