Bug Description

The --with-libboost_thread-prefix, --without-libboost_program_options-prefix, etc. config parameters do not seem to work. As far as I can tell, this is because configure does not add the required paths to the compile parameters when testing for the presence of the boost libraries.

I see this also when trying to build on Trond's machine which has boost in a non-default location
