People filterbox misformatted on active communities branch

The filterbox (letter links, pushbuttons, search box) has a couple of issues on the active communities branch:

- On the PEOPLE tab, it is quite misformatted. The box isn't there, the "Pictures" link isn't underneath, and no spaced away from the table underneath it.

- On the COMMUNITIES tab, for the "All" and "Active" buttons, the <span> has different font sizes (72% vs. 11px) and isn't quite aligned right inside the box. I think it needs to be vertically centered a little better.
