suggestion: easier keyboard layout switching

Bug Description

In all Ubuntu versions until Maverick, left-clicking on the keyboard layout indicator changed the keyboard layout. A very easy and intuitive way to do it, IMHO. The version currently in Maverick behaves differently: left-clicking opens a small menu, from which you can select the desired layout.
I think this is a regression, as the old way is easier to use. I am aware, though, that the new way is more inline with the other indicators Ubuntu is currently using.
I suggest that scrolling the mouse wheel when the pointer is on the keyboard indicator will change layouts, much like the scroll wheel is used to increase/decrease volume on the sound indicator.

Installed Ubuntu 11.10, and on Unity, at least, the scrollwheel changes the layout.
