Balancing power charges do not show up when they are incurred.

Bug Description

The current simulation gives an inaccurate view of an agent's bank balance because balancing power charges are not computed until the end of the simulation. This is very confusing to new users, and makes the viewer much less interesting than it should be.

What should happen is that balancing power charges are assessed at the end of each timeslot, and shown on the interface in a contrasting color.

In fact the balancing power calculation was initially implemented such that balancing power was calculated after each timeslot closing. But this lead to quite some additional database transactions so that we (temporarily) decided to postpone calculations until the end of an execution phase.

It's very easy to change functionality again so let's keep this report open as a reminder. Once the server is feature complete and we start optimizing its runtime behavior we should tackle this issue again.
