Doesn't register commands

Installing bzr-stats has no effect, it doesn't appear to register its commands.

$ bzr plugins | grep stat
$ bzr committer-statistics
bzr: ERROR: unknown command "committer-statistics"

Argh, I had forgotten to actually add the new __init__.py file. Fixed now.
