cron doesn't run due to have a bug in upstart

Bug Description

I installed ubuntu 10.04 and then run pppoeconf in shell for creating a ppp connection. In the first boot cron is in the processes, I got this by running ps -e | grep cron, but when I reboot and the check the list of processes with mentioned command, I didn't see cron process.
every time I have to manually start cron daemon. I think cron has a bug.
But in ubuntu 9.10, I didn't have this problem until karmic updates came and upstart upgraded so I had to downgraded the upstart to the previous version and then all things back to normal.

Hamed, can you provide us with a little more information?

Will give us more information about the versions of software you have installed.

Also if you can paste the contents of 'grep cron /var/log/syslog'

that would be very helpful.
