arena shows wrong failure message

Bug Description
The Imperial arena says it cant work because there was no bread. Infact bread an every other wares are fully stored.
Once a soldier enters the arena, it tries to advance stats, fails, and sends the soldier out again (witch is is really smart).
I attached a picture of the building window + failure message.
I played version bzr5461 on Windows 7 64bit.

so the problem seems to be, that the failure message should be "no soldier to train" instead of the bread message.
