The icon theme exists in 10.04, so I presume it was a problem in the upgrade specifically.

The issue in particular is coming from a corrupted package (either by download, or your hard disk let out, or you memory had a flux). Nothing we can do about this unfortunately.
You should be able to resolve this by running
  sudo apt-get clean
