Bug Description
Current workflow requires the user to enter a province,district & then a location. Entering location data several times is time consuming and error-prone.
A more efficient workflow would be for the user to enter the most fine-grained location, e.g. "Location". The software would then fill in the other fields itself.

Can jump straight to whatever level you like now, however this doesn't populate the hierarchy yet, so it just allows you to set the location to the one not found.
It doesn't allow you to create a new location underneath that one.
