This doesn't seem to be a bug. I'm turning this into a question, so other people can help you to fix it.
Please, open a terminal and try this:
sudo dpkg --force-all -r language-pack-en language- pack-en- base
Then, enter your password if you're asked to. Afer that, enter this:
sudo apt-get install language-pack-en language- pack-en- base
That should hopefully solve your problem.
