Can't throttle uploads

Bug Description
I've tried throttling my uploads using both the UI and dbus-send [1], but it doesn't seem to have any effect on my uploads, which I monitor using netspeed-applet. Once I change the limits I see the new values in the config file, but the upload rate stays pretty much constant.
I also notice the throttling is not happening because when I saturate my uplink and try to browse the web it's like I had been sent back to 1996 using a 14400bps modem. I'm now using good ol' tc to limit the upload rate, and that seems to have the effect I was looking for.
