Why the message does not exist in https:/
I can translate with modifying firefox-
1. Copy the following file to /var/lib/
2. sudo touch /var/lib/
3. The message displays in Japanese.

In the latest development release Natty, "Restart required" message is showed via ubufox(Firefox extension for Ubuntu) not update-notifier. I'm working on translating the messages as Bug #746538. I will mark this bug as a duplicate it.
