Bug Description
questions or topics containing utf8 chars, like letters with accents, áéíóú or the spanish char ñ, aren't encoded correctly by classbot.
Example, if I ask a question with the word "mañana", classbot prints it as "mañana" in the classroom channel.

This bug has been fixed. I am not as familiar with UTF-8 in Perl as I would like. This change also hasn't been extensively tested. However, m4v confirmed the fix, and it appears to be working fine during Ubuntu Open Week ES
