Bug Description
Currently we just attempt to commit changes regardless of permissions or locks, relying on TFS to return an error. We should actually check for permissions and at least report locked files before attempting to execute the commit.
We need Commit permissions to create a commit and CommitOther permissions to preserve author and timestamp information (I think, someone needs to verify this).
