Bug Description
We need to write some plugin tests so we can track down some of the inconsistency bugs. Look @ svn tests in particular to note potential conflict scenarios that should be tested.
For testing TfsRepositoryWr
For testing the rest of the code it should be sufficient to mock TfsRepositoryWr

We now (as of r7 on trunk) have a test that runs during 'bzr selftest'; that means the infrastructure is there at least.
I'll open new bugs for coverage is needed in particular areas - and we should look at making sure tests are supplied with patches as we move forward.
