installing console-setup in X without $DISPLAY set kills X keyboard

Bug Description
Hi Colin,
i was doing a texted based distupgrade in X and during console-setup run i noticed all kind of weird things happening on different xterm's (the highlited one).
Weird as in different chars being repeated tons of times, no response from the keyboard. X had to be killed to restore the keyboard.
I am not sure what to look here, but a test like this takes about 2 hours from dapper install to edgy upgrade. Probably it can be reproduced in vmware?

This is because Fabio was upgrading inside a 'su -' session, so didn't have $DISPLAY set, so my check to avoid screwing X didn't fire.
