Bug Description
The MachineStateManager or the ServiceStateManager (exact API to be defined) must be extended so that a client can request the observation of requests for new Service Units to be running on a machine, and for old ones to be dropped from it. This will enable the Machine Agent to react to these changes, as defined in bug #617042.
In the future, it should also be possible to monitor the running state (health) of a Service Unit, as described in bug #617541.
