Add notice about IE6 deprecation

Bug Description
We need a place on all the layouts (generic layout, community layout, etc.) that tells IE6 users and only IE6 users that we're deprecating IE6.
1) Find a place to make it visible. Style it nicely. Perhaps use the stock jQuery UI CSS conventions for a warning. For location, perhaps in the whitespace above the KARL logo?
2) Come up with a scheme to make it only visible to them. For example, make it display:none and have some JS that activates it.
3) Here is the notice:
KARL is detecting that your web browser in out of date. Using an out of date browser will
cause some KARL features to not work properly. Please click here to download a newer
version of your browser (link to Internet Explorer site).
