Bug Description
Occasionally we discover old builds marked as BUILDING (with an associated queue entry) when they are really not (for example, bug 615021). Earlier in late 2009/early 2010 this was happening regularly (hence bug 615021).
We need to:
1) Confirm that this is no longer happening,
2) Find and update all existing builds in this state and, depending on (1), provide an admin script to enable LOSA's to update such builds (based on https:/
