build with -fPIC on AMD64

Bug Description

glpk must be built with -fPIC on AMD64.

Adding -fPIC to CFLAGS in debian/rules
produced a working library for me.

The autoconf scripts should probably be configured to add the -fPIC flag
for 64bit
architectures.

I have uploaded glpk 4.8-1ubuntu1 to dapper which corrects this problem.
