[maverick] launching gnome-power-preferences triggers a policykit window for gnome-power-backlight-helper

Bug Description

As of the latest maverick package updates, running gnome-power-preferences asks for the user's password to run gnome-power-backlight-helper. There are a few problems with this.

1. this program should not run as my computer is not a laptop and doesn't have variable backlight setting
2. it requires elevated privileges, meaning non-admin users may no longer be able to use this

Probably related to #616405 or even a duplicate; on my notebook, this window normally pops open upon login.
