UnicodeDecodeError in xmlrpc holdMessage

OOPS-1682XMLP165 reports a UnicodeDecodeError when working with fullcircle-ru list.
    UnicodeDecodeError: 'ascii' codec can't decode byte 0xe1 in position 36: ordinal not in range(128)

This may relate to bug 294353.
