splash-down is no longer smooth

Bug Description

splash-down used to run for the first part of the shutdown process, displaying progress, then be restarted at the end to display the last few bits.

What happens now is that it is displayed initially, then immediately disappears (leaving only a cursor) for several seconds, then reappears with a mostly-complete progress bar for a split second, then disappears again briefly before the reboot.

The entire process should be seamless; ideally we should avoid killing usplash at all, but at the least it should be as good as in dapper.

My observations above were on the live CD in vmware.

On my laptop, the experience seems to be somewhat better, though still not correct. usplash comes up promptly and counts down for a few seconds, then disappears and reappears with the progress bar reset almost to 100%, then reboots

Figured this out.

It's because gdm flips back to the VT from which it was started (VT 1), shortly *after* usplash is started -- the VT switch killing usplash.

Fixing bug #61529 so that usplash doesn't flip to VT 1 means that gdm is started from VT 8 instead, which is where usplash is running when it terminates -- thus not killing it.
