packages/config.xml should be moved out of VC

Bug Description

If someone is using CentOS, they must uncomment the Yum sources, and remove or comment-out the apt sources. Because the file is under VC, this will show as a conflict when attempting to update the config files.

added WL bug report to BCFG2 asking for bcfg2 to recognize that only distro-specific repos need to be downloaded or for support for distro-specific config.xml files: http://trac.mcs.anl.gov/projects/bcfg2/ticket/937.

Currently, in trunk, centos is uncommented. This removes the need to move the file from VC control, but slows the bcfg2-serer init on ubuntu.
