Clarification: the error occurs during bcfg2 client runs (bcfg2 -vqed).
The yum-plugin-replace package was installed as a requirement of the ius-release package. This is a plugin written by Derks from IUS Community that makes it easier to replace packages with the IUS packages (e.g. php with php52).
I spoke with Derks in #iuscommunity and the bug has been fixed in yum-plugin-replace v0.2.4 (currently in testing repo).
I tested 0.2.4 and it does indeed resolve the issue, and will be pushed to the stable repo sometime today. He is also removing it as a requirement of the ius-release package (we don't need it, but if we do in the future it can be downloaded, used, and disabled).
