It seems that pycurl doesn't like something about the https request. I don't have any specific info, but I would have thought that it should be using SSL not TLS. Any chance you could try running:
bzr lp-login -Dhttp
And including the http requests it mentions.
One possible workaround is to uninstall pycurl, or at least move it so it doesn't get used by default.
