Upgrade TinyMCE to latest stable release

Bug Description

We forgot to make a LP task for this.

Spec
=======

- Update to latest version
- Write QUnit tests as needed
- Regarding "Added new jQuery plugin for the jQuery specific package. This enables you to more easily load and use TinyMCE." (from the TinyMCE changelog), convert any of our TinyMCE plugins to use TinyMCE's jQuery support, as appropriate
- Make sure you test spellchecker and other plugins that we use, possibly writing tests for those
- Confirm that "Added new paste plugin logic that enables you to retain style information from Office." (from the TinyMCE changelog) doesn't break pasting from Office (you might need some help on this if you don't have access to Office)

Balazs, I put this in M46 (meaning, second half of August) because I suspect we'll need time to do it right. Plus, we need help on content feeds, there are bugs that are open for you and likely more to follow. And finally, we probably should get Feeds and Active Communities out the door before we try to merge the TinyMCE3 upgrade.

I'll leave this in M46. Hopefully Balazs has time this week to do the last little bit of finishing work to close the basic task, knowing there will be other work (bug fixes) in other tasks.

Balazs, can we mark this as Fix Committed and put any remaining work in a separate ticket? Or, is there still substantial work to do?

I tested using another community and the tiny mce is working fine. I was able to use cut and paste on both communities and offices. Also the spell check plugin appears to be working fine. I cannot find jquery and qunit tests.

All the user-visible work on this has been done. I'm in milestone management mode at the moment, so I want to close out M46. I'm going to close this ticket, and consider any extra work done by Balazs (e.g. writing QUnit tests) to be part of cleanup work done on Monday.
