network manager does not display in XCFE Xubuntu

Bug Description

Binary package hint: network-manager

Xubuntu 10.04.1 alternate install disc.
Upon installation, and again after running all updates suggested after first boot by the Upgrade Manager...

The icon for network manager does not show in the upper right corner. (speaker, time, logout).
The icon menu choice for network manager does not show anywhere in the Applications Menu or submenus.
The icon menu choice for network manager does not show when using Applications>Accessories>Find Application

When attempting to run nm-applet you will find out that it is already running.

network manager does not display a user interface on Xubuntu 10.04 virgin install systems.

Error...
There is no GUI for network management in Xubuntu.

Complete removal of network manager and replacement by wicd will work on Xubuntu. But then is not same as mainline Ubuntu release.
