Fails to provide the German hand book

Bug Description

Hello!

This was seen with version 2.8.0-2: running NoteEdit in a German Gnome environment ($LANG, $LC_* set, etc.) gives a (partly, at least) translated instance of NoteEdit, however the handbook (after installing khelpcenter, then via `Help' -> `Noteneditor Handbook') is still the English one. I made the German one available by brute force: copying the files from `/usr/share/doc/kde/HTML/de/noteedit/' over the ones in `/usr/share/doc/kde/HTML/en/noteedit/'.

I don't know if this problem is due to that I'm not using KDE, but Gnome.

Thank you for taking the time to report this bug and helping to make Ubuntu better. However, Ubuntu gets its translations from the translations portion of Launchpad (http://translations.launchpad.net/ubuntu/), where translation teams work on making Ubuntu more useful in their language. If you want to change a translation in Ubuntu, https://translations.launchpad.net/ubuntu/ is the right place.
