Bug Description
Currently if a new subscription is initiated, but the payment cannot be initialised, the agent returns a 503 error.
This is not good, as the client will wait for a title change event etc.
Since the subscription is already being cancelled, we can simply redirect to it and get the title change for free. Audit for other webserver errors.
