Is this effect supposed to have a color as a parameter. I am unclear on what this effect does. Any thoughts? Thanks!

This patch has been committed to the trunk. I also found the "Color" parameter, by looking at the frei0r source code. It seems to work fine. I also added a new icon for the effect, and updated the translation POT file.
