Xfce4-panel doesnt change what window active (sometimes)

Bug Description

Binary package hint: xfce4-taskmanager

open FF and terminal
in terminal ubuntu-bug programmname
after pressing send report FF is put in front couse a tab opens with LP reporting page
but its window isnt highlited as active and also in Taskmanager its not shown as active

Thank you for reporting this issue. Unfortunately, this bug report does not contain enough informaion. Please answer the following questions:

1) Do you have Applications -> Settings -> Xfce4 Settings Manager -> Window Manager, Focus tab, New window focus checked to "Automatically give focus to newly created windows" ?
2) Do you have Applications -> Settings -> Xfce4 Settings Manager -> Window Manager, Focus tab, Raise on focus checked to "Automatically raise windows when they receive focus" ?
3) Do you have Applications -> Settings -> Xfce4 Settings Manager -> Window Manager Tweaks, Focus tab, When a window raises itself, "Bring window on current workspace" or "Switch to window's workspace" checked?

i have 10.10 xubuntu and ive not changed anyhing there. settings i see there are
1 yes
2 no
3 Bring window on current workspace
these are as default.
tryd changin 2 to yes and once it gave focus to FF and panel worked
correct then put to no and checked again works as prevoius then again
to yes and focus was lost for all and this time FF even didnt came to
front and as reported in bug terminal shows as active only in
taskmanager. is video needed?

No video is needed. What is necessary is to set it as I suggested above, and instead of switching the settings back and forth leave them for a day or two. Then comment if it worked or not.

The default is 2nd option not checked. Tested on 2 more comps with 10.10
FF comes in front but isnt made active. Also Taskpanel shows that
still terminal is active. i can even write and selecting it to front i
see what i wrote while not seeing (while FF is in front but not
active)

ill put 2nd option checked and after restart make test again.
then all is as expected.

but 2nd option is called Auto raise window when it gets focus.
Why then FF is raised if it doesnt gets focus when 2nd options is unchecked?

Firefox has always been an exception to the focus rules. It does not abide by the focus requests that all other applications practice.

Thank you for helping improve Xubuntu. The options appear to be working as they should for the settings used. The defaults are not meant to be the only settings available. They are simply are starting place for the user. You can change them as needed to have the system work "your way".
