Filter more paths from Soyuz uploads

Bug Description

Where Soyuz uploads translations tarballs to Rosetta, we filter out files whose paths start with "debian/po/". Soyuz passes a filter function to TranslationImportQueue.addOrUpdateEntriesFromTarball that takes care of this.

There are a few more path patterns that Arne and David would like to exclude from uploads:
 * ^d-i/
 * ^help/
 * ^man/po/
 * ^man/po4a/

The filter function is _filter_ubuntu_translation_file in lib/lp/soyuz/model/sourcepackagerelease.py.

The change is simple and well-tested but I had a hard time trying to reproduce it on dogfood (I certainly don't have the required privileges on staging). It's not clear what package would need to be re-uploaded, or how; nor what the expected effect is, since new uploads may go into pre-existing queue entries. Also, there were some unrelated problems that hindered testing. More trouble than it's worth.

Instead, I'm going to work with the Ubuntu people to ensure that they get the desired service in practice.
