kde locale setting after instalation

Bug Description

The regional settings I chose during installation were applied to gnome, but not to kde, so that e.g. the clock in my kde 'bar' didn't use 24h-notation.

I had to fix the kde regional settings manually

Tested localized installation:

- keyboard layout works in KDM and KDE.
- timezone is properly set.
- locale is properly set in KDM and KDE.
