Convert content of former affiliate to staff member user

Bug Description

Per email conversation with Ajo and Jason, convert the data for the user that transitioned. I'll leave the username out for security reasons.

1) Convert from jonathanhulland to jhulland presuming both already exist.

2) Take any content owned by the former and make it owned by the latter.

3) For any communities where he is a member/moderator, convert any of the former to the latter.

4) Ditto for tags.

5) When finished, delete the user account and profile for the affiliate user.

bin/rename_user --merge <oldname> <newname> or whatever.

Added a general purpose console script for renaming users. Also added an evolve script for OSI to rename this particular user, so we don't have to remember an extra step at next deployment.
